Fiscal Conservative Policy
The current Wrightstown School Board President Nicole Gerend maintains the community demands a consistent mill rate. This fiscally liberal thinking translates to increased property taxes for every property owner within the WCSD, impacting the families of our students directly.
Understanding the Mill Rate
The Mill rate is the term for the equation used to determine the share of taxes on an individual property.
In the state of Wisconsin School Districts are limited as to how much they are legally allowed to tax, this is called the levy limit. Traditionally the Mill rate is calculated by dividing the total amount of allowable tax levy by the equalized property value of the entire District. This assures property owners of a more consistent tax.
However, the traditional model does not apply to our school district because of the Elementary School referendum allows the district to tax above and beyond the the state regulated revenue limit.
A vast majority of school districts and certainly fiscally conservative school districts who are open and transparent with their communities will only add the amount of principle and interest due on their loan annual to determine their Mill rate.
This not the case in the Wrightstown Community School District. While the community was told before the referendum the loan would be a 20 year payoff, the district decided to immediately tax more than the principle and interest due annually as previously promised. Instead under the leadership of Nicole Gerend the district decided to over tax the community by over $5,000,000.00 over the past three years. This over tax is used to purchase bonds that will eventually be used to pay down the 2% bonds due at the end of the 20 year bond term.
We believe honesty and integrity are important characteristics of a highly functioning School Board. Students, parents, families, and all Stakeholders should be told the truth.
Curriculum Transparency
Building a Parent-Teacher Partnership
While Restoring Trust
Parents deserve to know exactly what is taught in their child’s classroom. Additionally, all stakeholders in our district deserve to know how their elected school district representatives are choosing public school curriculum and what materials teachers will use to instruct their child.
Teachers deserve the freedom to adjust and adapt curriculum considering their classes’ needs, so they can focus on teaching rather than excessive administrative burdens. Transparency will build a stronger partnership between parents, teachers, and students.
Approving curriculum and instructional content must be fully transparent to restore and build trust.
State law requires that each school board maintain a written, sequential curriculum plan that specifies objectives, course content, resources, and a program evaluation method in each of the following subjects: reading, language arts, mathematics, social studies, science, health, computer literacy, environmental education, vocational education, physical education, art, and music.
Each school board must adopt a list of textbooks that will be used in each school in the district and file the list with the school district clerk.
Unfortunately for Parents Nicole Gerend has stated publicly “It is not the job of the School Board to Review Curriculum.” how can the school board do its job if it doesn’t even know what curriculum is being taught to our kids?
Examine and Improve Cyber Safety Policy
The Wrightstown School District must explore and strengthen our cyber safety policies to protect our children. While related, some people confuse cyber safety with cyber security. A strong cyber safety policy will focus on protecting our children when they are online helping shield their physiological and emotional well-being.
The Internet offers a wealth of resources and material for education; however, it does contain risks to people who use the internet. By not having a strong cyber safety policy in place our children could be exposed to cyberbullying and cyber predators as they use the internet for educational purposes.
The District employs a wide range of online applications to augment learning. While these applications comply with the Family Educational Rights and Privacy Act (FERPA), many of them share the information collected by our students with third party companies. We need to ensure all of the online applications employed by our district comply with FERPA and keep our kids’ information safe.
Academic Transparency
Parents and taxpayers have the right to know how well our schools are performing. Academic transparency is the best way that allows parents to understand how our public schools are performing compared year over year or to other districts. Assessing the district’s progress or decline in core academic areas will help address shortcomings and adequately assign resources where needed. Ultimately, this information serves as a key performance indicator for how well our district prepares Wrightstown students for success after high school.
